Gov. Bobby Jindal's hiring freeze for the state is giving his administration an opportunity to assess payroll sizes in government agencies and weigh personnel needs. With that advantage, the administration can better rule on requests for exemptions from the freeze.
The list of exemptions is not small. Through a public-records request filed with the Division of Administration, The Daily Advertiser found that 4,118 of 5,679 requests for exceptions to the freeze were approved and 693 were rejected. The remaining requests were still being reviewed by the Office of Planning and Budget.
It is interesting that, although four out of every five requests for exemptions have been approved, the overall state payroll has dropped since Jindal took office Jan. 15.
